Dear Resident:

Due to delays in the certification of local aid by the State of New Jersey and the approval of the defeated Regional School Budget by the Department of Education, in accordance with State guidelines, a temporary “estimated” tax rate was calculated for purposes of 3rd quarter billing. This “estimated” billing allows local government entities to continue operations until a final 2010 tax rate is calculated.  A 4th quarter “final” tax bill representing the balance due for the year will be issued once all of the local budgets are adopted and have been certified by the State of New Jersey.

Based upon the estimated tax rate, the average assessed Marlboro home valued at $482,000 will have an increase in the annual taxes for all local purposes of approximately $200 (or $50 per quarter).  It should be noted that the municipal portion of the increase complies with not only existing law, but also with the new 2% cap proposal that was just passed by the New Jersey State legislature.

As many of you are aware, the County Board of Taxation, at the direction of the State of New Jersey, ordered the Township of Marlboro to undertake a mandatory property revaluation, which was initiated in 2007. The Township solicited proposals from several independent professional appraisal companies to perform the revaluation and selected Realty Appraisal Company of West New York.

Since the 2010 estimated tax bills were mailed, the Township has received several calls questioning sizeable increases in assessed values which resulted in corresponding increases in the overall tax bill of some properties.  Elected officials are, by design, removed from the revaluation process; however, I have asked representatives of Realty Appraisal Company and the Tax Assessor to be available for a meeting to address specific questions on Monday, July 26, 2010 at 6:30 pm at the Township Recreation Center (1996 Recreation Way off of Wyncrest Road).  You are encouraged to attend this meeting to have all of your questions answered.
